Bill Description: If passed, this bill would require that vehicles used to transport horses be safely constructed and meet fundamental specifications to prevent injury and to provide adequate space for the animals. In addition, this bill would ban the transport of “downed” horses — those that are too sick or injured to walk without assistance. Downed horses could be transported for veterinary care only. Enforcement of the bill is achieved through the application of a misdemeanor penalty and seizure of the horses and vehicle for violations.

The slaughter of horses is becoming an increasing problem in our society. Horses are looked upon by many individuals as companions, and these animals are deserving of basic protection. This legislation seeks to provide minimum protections to horses during transport as well as encouraging enforcement by providing a criminal penalty for violations.
