Background:
This bill was previously introduced as A.1756/S.1039 in 2013.

While trapping remains a popular recreational activity in New York as regulated by the state Department of Fish and Wildlife, this bill will allow smaller, more-progressive municipalities to enforce stricter regulations. This bill is a steppingstone toward decreasing the public safety risks associated with trapping in urban areas, as well as reducing negative impacts on animal welfare statewide.
