Although the market for ivory in Japan shrunk dramatically following the international ban on ivory trade in 1990, the country has been slow to enact a domestic ban, saying that it cannot ban the sale of products legally obtained before 1990. Further complicating matters is the thriving online market for ivory, run by auction websites that make it easy to purchase ivory and difficult to trace the ivory’s origins.
